All 179 primary schools ordered by Phase 2C balloting demand — the only phase where every child competes equally. Princess Elizabeth Primary School is the most contested school in 2026 at 3.98× subscribed.

📒 How this ranking works — and what it is not

Read this before you read the table

There is no official MOE ranking of primary schools, and MOE does not publish PSLE results by primary school. So this is not an academic ranking — no such data exists, and any site presenting one is inventing it.

What is published every year is P1 registration demand: how many families applied to each school, in which phase, and whether a ballot was needed. That is what this page ranks. The figures come from the same dataset as our 2026 P1 registration tracker, so the two pages always agree.

How the primary school ranking changed from 2025 to 2026

The top of the market cooled, and it cooled sharply. The most contested school in 2025 was subscribed 5.66× in Phase 2C; in 2026 the peak is 3.98× — a fall of 1.68×. Schools oversubscribed in the open phase fell from 84 to 79, and those that actually had to run a ballot fell from 81 to 73. The median oversubscribed school now sits at 1.57×.

The relief was not evenly spread. Almost every school at the very top got easier, while a cluster in the newer housing estates got measurably harder. That is the signature of demographics moving rather than demand disappearing: as BTO estates in Sengkang, Punggol, Woodlands, Yishun and Bukit Panjang fill with young families, the pressure follows them.

One number refused to move. Phase 2B oversubscription held at exactly 33 schools in both years. Open competition eased; connection-based competition did not.

Why these schools are popular

People talk about “clan schools” and “mission schools” like it's just a rumour. It isn't. You can measure it, and it shows up in one place: Phase 2B.

✍️ The connection premium

Phase 2B is not one route into a school. It is three.

Phase 2B has three different ways to qualify, and a child needs only one of them: a parent has volunteered at the school; a parent is an endorsed member of a church or clan association directly connected to the school; or a parent is an active grassroots leader. Parent volunteers generally need to complete at least 40 hours of service — and even after qualifying, they can still end up in a ballot if there are more applications than places.

That distinction matters. A school's Phase 2B numbers show more than how busy its parent-volunteer programme is. They show the strength of the whole community around it: parents, alumni-linked organisations, churches, clan associations and grassroots groups all feed applicants into this one phase.

The 2026 figures show how powerful those networks can be. Many schools with strong Phase 2B demand have long-standing links to clan associations or religious organisations — Ai Tong, Kong Hwa, Tao Nan, Nan Chiau, Holy Innocents', CHIJ St Nicholas Girls', Maris Stella, SJI Junior, Methodist Girls', Pei Hwa, Kuo Chuan, Red Swastika and Maha Bodhi.

But even that comparison needs a warning. Some schools have stopped accepting new parent volunteers, so their Phase 2B figures cannot be read as a measure of volunteer demand alone.

Important caveat

The parent-volunteer scheme is shrinking

At least four schools closed their parent-volunteer route in 2025 or 2026, and The Straits Times identified several more that no longer accept volunteers at all. If you were counting on volunteering your way in, check with the school first — the door may already be shut.

Closing the volunteer route does not close Phase 2B. At the four Singapore Hokkien Huay Kuan schools — Tao Nan, Ai Tong, Nan Chiau and Kong Hwa — a child can still qualify through a parent's membership of the clan association. Catholic parents can qualify the same way at schools connected to the Catholic Church. So a school can remove one form of access and keep another.

The point: “Phase 2B” is not shorthand for “parent volunteers”. It is the broader connection-based phase, and each school decides which doors inside it stay open. Two very different kinds of demand

This is why one number is never enough. Two schools can sit close together on an overall ranking and be nothing alike underneath.

Less competitive in the open phase than some schools, yet very hard to enter through the clan-affiliation route. Its demand is concentrated among families already tied to the school's community network.

Judge both schools by a single overall ranking and they may look similar. Look at the phases separately and they tell two different stories: one is a neighbourhood premium, the other a connection premium.

Phase 2A
Legacy pressure

Parent is an alumnus, or serves on the school advisory or management committee. A high 2A ratio means old-boy and old-girl demand alone can fill the school.

Phase 2B
Connection premium

Three routes in one phase: parent volunteers, endorsed church or clan-association members, and active grassroots leaders. This is where community pull shows up.

Phase 2C
Open competition

Every remaining citizen and PR child, no connection required. The fairest single measure of difficulty — and the basis of the ranking on this page.

Gifted Education

GEP is ending — and the 15 schools taking over

Part of the reason a handful of primary schools sat permanently at the top of every parent's list was the Gifted Education Programme. Nine schools hosted it, children were screened in Primary 3, and those who qualified moved to one of those nine schools full-time. That is now changing: MOE announced in March 2026 that the GEP will be replaced by Advanced Modules from 2027.

The new model differs in the one way that matters most for P1 registration. A selected child stays at their own school and travels to a centre for after-school stretch classes in subjects like Maths and Science, instead of transferring out. Intake is wider than the old GEP screening, and the 15 centres are spread across the island on purpose — geographic equity was a stated reason for replacing a model whose nine schools were clustered in a few areas. What that means for the two tables below: the nine former GEP schools are still, as a group, among the hardest in Singapore to enter — 8 of the 9 were oversubscribed in the open phase this year. The 15 Advanced Module centres are a genuinely different set of schools, with 4 of 15 oversubscribed. Not one school appears on both lists.

Is there an official ranking of primary schools in Singapore?

No. MOE does not rank primary schools, and it does not release PSLE results school by school. So if a site shows you a "top primary schools by PSLE score" list, those numbers are made up. What MOE does publish every year is P1 registration demand — how many families applied to each school, in which phase, and whether a ballot was needed. That is what this page ranks.

What does this ranking actually measure?

How hard a school is to get into. Schools are sorted by their Phase 2C ratio for the 2026 intake: open applicants divided by open places. Phase 2C is the only phase where every remaining citizen and PR child is on the same footing, so it is the cleanest measure of open competition we have.

Q3

Why is Phase 2B shown in its own column?

Because Phase 2B is the connection route, and it is really three routes at once: parent volunteers, endorsed members of a church or clan association connected to the school, and active grassroots leaders. A school can be easy in the open phase but very tough in Phase 2B, or the other way round. In 2026, 33 schools had more Phase 2B applicants than places, and many of the schools near the top have long-standing links to clan associations or religious organisations.

Can I still volunteer my way into a school?

Not everywhere. Parent volunteers generally need at least 40 hours of service to qualify for Phase 2B, and eligible families can still end up in a ballot. On top of that, a number of schools have closed the volunteer route entirely — including the four Singapore Hokkien Huay Kuan schools back in 2014, and more recently Rosyth, Hong Wen, Mee Toh and Fairfield Methodist (Primary). Closing the volunteer route does not close Phase 2B though: clan-association and church routes can still be open at the same school. Always check with the school before you commit any hours.

Did it get harder or easier in 2026?

Easier at the top, harder in the newer estates. Schools with more open applicants than places dropped from 84 to 79, ballots dropped from 81 to 73, and the toughest school fell from 5.66× to 3.98×. Phase 2B did not ease at all though — the same 33 schools were oversubscribed on the connection route in both years.

Which schools had to hold a ballot?

73 of them for the 2026 intake, down from 81 the year before. A ballot happens when a phase gets more applicants than it has places, so the places are drawn by computer — but only inside each priority group, and citizenship and home-to-school distance decide those groups first. Does an affiliated primary school help with secondary school admission?

Yes. If a primary school is affiliated to a secondary school, its pupils are considered under the affiliation route at Secondary 1 posting, and that route usually has a lower cut-off than the open one. We show affiliations in the table where we have verified them. A dash means we have not verified one — not that there is none.

Q8

Does a GEP tag mean the school is better?

It means the school was one of the nine that hosted MOE’s Gifted Education Programme — and that programme is being replaced by Advanced Modules from 2027. Nobody is selected for it at P1 either way; identification happens later in primary school, so the tag does not change your child’s chances at registration. As a group these nine remain very hard to enter, but that is demand, not a guarantee about your child.

MOE does not rank primary schools and does not publish PSLE results by primary school; nothing here should be read as an academic ranking.

Phase 2B eligibility rules (parent volunteer, endorsed church or clan-association member, active grassroots leader; the 40-hour volunteer guideline) follow MOE's published P1 registration criteria. The list of schools that have closed their parent-volunteer route is not published by MOE as a dataset — those closures are as reported by The Straits Times (straitstimes.com). Individual schools remain the authority on their own Phase 2B routes, so check with the school before relying on any of them.
