MOE Kindergartens (MKs) are run by the Ministry of Education and located in or near primary schools, offering a 4-year preschool programme aligned to Singapore primary school readiness. ECDA Anchor Operator (AOP) centres are run by five appointed operators (PCF Sparkletots, NTUC My First Skool, M.Y World, Skool4Kidz, E-Bridge) at the lowest regulated fee cap of S$610/month for Singapore Citizen childcare. ECDA Partner Operator (POP) centres are run by 33 appointed operators under the 2026–2030 scheme at S$650/month SC cap. Private preschools sit outside both regulated tiers.
