Singapore's #1 Position, Explained
Singapore is the only country or economy that ranked first in all three PISA 2022 domains: mathematics (575 points), reading (543 points), and science (561 points) — gaps of 103, 67, and 76 points respectively above the OECD averages (472 / 476 / 485). Using the commonly-cited PISA benchmark that roughly 20–40 score points equal one year of schooling, that mathematics gap alone is more than two years of learning ahead of the average 15-year-old across OECD countries.
Singapore's closest rivals in mathematics were also from East Asia: Macao (China) (552), Chinese Taipei (547), and Hong Kong (China) (540). In reading, the gap to second place was narrower — Ireland and Japanboth scored 516, some 27 points behind Singapore's 543.
Not every economy sat the 2022 test.Four Chinese provinces/municipalities (Beijing, Shanghai, Jiangsu, Zhejiang — published together in past cycles as “B-S-J-Z (China)”) and Lebanon did not have PISA 2022 results published, because they could not fully complete data collection amid COVID-19 disruptions. That matters because B-S-J-Z (China) topped PISA 2018 mathematics with 591 points — ahead of Singapore that cycle — so its absence from the 2022 table is one reason some analysts caveat Singapore's 2022 #1 as “#1 among economies that reported full results.”

PISA 2022 sampled around 690,000 students, a group designed to be statistically representative of roughly 29 million 15-year-olds across the 81 participating countries and economies — schools and students within each country are randomly sampled, not hand-picked.
Each cycle rotates a “major domain” that gets deeper item coverage: reading was the major domain in 2018, mathematics in 2022, and science is the major domain in 2025. Between 2018 and 2022, OECD-average mathematics performance fell by a record 15 points and reading fell 10 points — the OECD attributes much of this to pandemic-era school disruption, while science performance did not change significantly.
