What Is HESL?
HESL is a government-backed loan for students in approved, MOE-subsidised diploma, undergraduate or postgraduate programmes at publicly funded post-secondary institutions. It is built from two components, and students choose which ones to take up.

Base provision is a non-means-tested loan covering a specified percentage of subsidised tuition fees, depending on citizenship and programme. What Changed in 2026?
HESL consolidates TFL, SL and OSPL into one framework, effective 29 July 2026. The SLSG portal began accepting HESL applications from that date at 10am, per SIT and NUS announcements. New applicants no longer apply separately for TFL, SL or OSPL — they apply via SLSG and select components. Existing TFL/SL borrowers who are not changing their borrowings do not need to apply.

Who Can Apply?
Students enrolled in an approved MOE-subsidised programme at a covered institution can apply. HESL is available to eligible Singapore Citizens, PRs and international students, with the exact provision depending on citizenship. The initial SLSG group covers newly matriculated AY2026 students and existing pre-AY2026 students without a current TFL/SL for their course. What Does HESL Cover?

Means-tested components (SIT)

What HESL Does Not Necessarily Cover

Repayment terms
