Understanding Home-School Distance (HSD)

30-Month Residency Requirement

According to MOE: "Your child must continue to reside at the address used for the distance-based registration for at least 30 months from the start of the P1 Registration Exercise."

For the 2025 exercise, this is 30 months from 1 July 2025. If you move, MOE may transfer your child to another school.

Understanding Balloting

Balloting occurs when a school receives more applications than available places. Here's what you need to know:

How Balloting Works

1

MOE conducts computerized balloting

All applicants have equal chance within their priority category

2

Priority goes by citizenship then distance

SC within 1km > SC 1-2km > SC beyond 2km > PR within 1km > ...

3

Unsuccessful applicants continue to next phase

You can register for another school in subsequent phases

"Computerised balloting will be conducted centrally by MOE. All applicants who are required to ballot are assured of an equal chance for admission."MOE Balloting Guide

Tips for Parents

Know Your Child's Strengths

Match school offerings to your child's interests. A school strong in arts may be perfect for a creative child, while one with robust sports programs suits an athletic child.

Research Early, Research Well

Use our tool to explore schools, check CCAs, and understand competition levels. Don't wait until registration opens to start your research!

Have Backup Options

Don't put all your eggs in one basket. Identify 2-3 schools within your distance zone in case your first choice conducts balloting.

Consider Commute & Location

A school close to home means less travel stress for your child. Consider transport options and daily commute time when making your decision.
